Memorandum Submission To Abolish Stray Animal Culling & Reform Animal Welfare Act 2015

KUALA LUMPUR 15th May 2025, Until we have the courage to recognize cruelty for what it is whether its victim is human or animal, we cannot expect things to be much better in this world. We cannot have peace among men whose hearts delight in killing any living creature.

Gabungan NGO Haiwan Malaysia, a coalition of 40 animal welfare NGOs, will submit a memorandum to the Ministry of Agriculture and Food Industry (KPKM) and the Ministry of Housing and Local Government (KPKT). This is a peaceful demonstration led by the Global Human Rights Federation (GHRF), together with Persatuan Haiwan Terbiar Malaysia (SAFM), MAWA, and Pawtarian.

We stand as one to call for the National No Kill Policy and the amendment of the Animal Welfare Act 2015, which permits the killing of stray animals under the premise of “Overpopulation.”

Stray animals are usually trapped and slaughtered, and the Animal Welfare Act 2015 allows this inhumane activity under the pretext of overpopulation. This should stop, no legislation should condone the slaughter of innocent animals.

The time for change is NOW. Stray animals suffer every day due to these outdated policies. If not today, who then? We must unite and demand justice for the voiceless.
