He noted that the project relies on a highly efficient procurement strategy to protect public funds.

The multi-million ringgit project operates under a rigid, performance-based commercial contract. For instance, the administration has implemented a strict pay-per-issue framework with its technical suppliers. Under these terms, the state only delivers funds for identity cards that are successfully printed and issued. The base procurement rate is fixed at exactly RM40 per individual card. Therefore, the total next-gen MyKad rollout cost will fluctuate naturally based on the exact public demand.
Furthermore, national printing centers expect to process an estimated three million identity card applications every year. This managed processing volume helps the National Registration Department (JPN) calculate its long-term financial commitments. The minister stressed that this targeted layout helps the ministry manage physical stocks properly.
