E-Hailing Drivers’ Subsidy Quota Hiked to 800L, A Budi95 Revamp 

PUTRAJAYA, 04 November 2025: Prime Minister Anwar Ibrahim today announced a significant revamp of the Budi95 diesel and petrol subsidy programme, primarily benefiting e-hailing drivers and now extending eligibility to airport taxi drivers. These adjustments are designed to alleviate the financial burden on full-time public transport operators ahead of the targeted fuel subsidy rationalisation.

Under the updated scheme, the monthly quota for subsidised RON95 petrol for full-time e-hailing drivers will be substantially increased from the previous limit to 800 litres. This tiered, mileage-based quota system is intended to better reflect the high fuel consumption required by professional drivers. The new eligibility criteria are set to be activated mid-month.

Key Changes and New Eligibility

The most significant change is the expansion of the program’s reach:

  • Increased Quota: The monthly quota for subsidised RON95 for full-time e-hailing drivers has been raised to 800 litres based on distance and operational hours.
  • New Beneficiaries: Airport taxi drivers are now explicitly eligible to register and receive the Budi95 fuel subsidy. This inclusion addresses a long-standing request from the airport taxi sector, which operates high-mileage routes.

This overhaul of the Budi95 mechanism aims to ensure that the fuel subsidy effectively targets those in the transport sector who rely on the affordable fuel for their income, while the government moves towards rationalising general fuel subsidies for the broader public. The increase in the quota for e-hailing drivers is specifically recognition of their vital role in urban public mobility.
