SHAH ALAM — The Selangor state government will introduce a RM20 million interest-free financing scheme designed to support individuals looking to venture into micro-entrepreneurship.
Known as the Pembiayaan Dana Pantas Usahawan (Entrepreneurs’ Fast Fund), the initiative will offer loans of up to RM10,000 per person with a flexible three-year repayment window. The target is to directly benefit 2,000 aspiring business owners across the state, providing vital startup capital to mitigate initial operational barriers.
Menteri Besar Datuk Seri Amirudin Shari announced that applications for the fund can be processed entirely online via the Dana Plus feature on the Hijrah Selangor mobile application, ensuring expedited processing and fund disbursement.
The initiative was unveiled alongside comprehensive economic programs during the tabling of Phase Two of the Selangor Resilience Strengthening Package (PPDTS) at the Selangor State Legislative Assembly. Phase Two channels an aggregated allocation of RM209.26 million to shield local businesses, workers, and critical sectors from global supply chain instabilities and rising business overheads.
Restructuring Support for Existing Businesses
Recognizing that current small business owners are navigating a tough fiscal landscape marked by supply disruptions and inflating costs, the state has also embedded structural recovery buffers into the package.
Under the Selangor Entrepreneur Recovery Initiative, approximately 6,000 micro-entrepreneurs who currently hold existing loans with Yayasan Hijrah Selangor are eligible for a complete debt restructuring program. To ensure these fragile businesses remain solvent and sustainable, the state will completely waive all associated interest charges and late payment penalties throughout the restructuring phase.
Transition Pathways for Displaced Workers
To curb rising unemployment and support individuals who have lost their jobs, Selangor is heavily investing in career transition frameworks that bridge the gap between formal employment and independent trade.
A dedicated fund of RM4 million has been approved for the career transition program under Platform Selangor (PLATS). The program will offer 5,000 open slots for unemployed citizens, delivering structured digital entrepreneurship training modules alongside a 12-month provision of free mobile internet data. Participants will also receive a temporary living allowance to ease immediate household costs while they build their business foundations and apply for startup financing.

For individuals seeking a return to traditional corporate employment rather than entrepreneurship, the state is rolling out the Selangor Career Programme with a budget of RM1.5 million.
The administration aims to actively engage 30,000 job-seeking Selangor citizens this year, prioritizing workers who suffered layoffs. The state government is coordinating directly with the Social Security Organisation (Perkeso) and key industrial stakeholders across the retail, manufacturing, and logistics sectors to rapidly match the existing skills of displaced workers with current openings in high-demand fields.
