BANGKOK — Thai airport security will be permitted to open and inspect checked baggage without passengers present starting October 16, under new guidelines issued by the Civil Aviation Authority of Thailand (CAAT) to reduce terminal bottlenecks and flight delays.
The regulator affirmed that unattended inspections will follow strict protocols and will not apply routinely to all luggage.
According to a report by the Bangkok Post, CAAT officials will open checked bags bound for the aircraft hold only if X-ray screening detects suspicious objects, explosives, or items that threaten aviation safety.
Strict Protocol and Transparency Measures
To ensure accountability and protect passenger belongings, CAAT has mandated the following operational safeguards:
- Designated Search Zones: Flagged luggage will be inspected exclusively within dedicated, secure areas.
- Video Recording & Audit Trails: Every inspection will be fully recorded on video, with evidence retained for audit and verification purposes.
- Post-Inspection Notice: Passengers will be formally notified after an inspection has taken place, with a standardized notification placed inside the luggage.
- TSA Lock Recommendation: Authorities advise travelers to use internationally recognized TSA-approved locks, enabling security personnel to open suitcases using master tools without damaging locks or bags.
Passengers who encounter issues or wish to log concerns once the policy takes effect can submit formal grievances through the CAAT online complaint portal.
Alignment With Global Aviation Standards
The measure brings Thai airports in line with international aviation security standards. Similar unattended checked-baggage inspection systems are already operational in Singapore, Japan, South Korea, the United States, Europe, and the Middle East.
