Selangor Launches RM30M Kita Selangor Voucher for Low-Income Families

SHAH ALAM — The Selangor state government has officially opened applications for its new “Kita Selangor Voucher” initiative, a RM30 million welfare program designed to insulate 50,000 low-income households from rising living costs. Eligible families will receive a monthly cash aid of RM100 for six consecutive months, directly credited to their e-wallets.

Menteri Besar Datuk Seri Amirudin Shari stated that the initiative is structurally aimed at families who have slipped through the cracks of existing welfare networks.

“With an allocation of RM30 million, the voucher initiative involves channeling RM100 per month for six months to 50,000 families to ensure any price hike will not have a negative impact on the people’s livelihood,” Amirudin announced during a press conference at the Wisma Dewan Negeri Selangor lobby.

Targeted Screening and Leeway for Single Mothers

To maximize the socioeconomic impact of the state budget, the target demographic was cross-referenced using strict exclusionary data. Individuals already benefiting from existing state frameworks, such as the Bantuan Kehidupan Sejahtera Selangor (BINGKAS) program, are excluded. Instead, the state relies on active tracking metrics from the Social Welfare Department and the Selangor Implementation Coordination Unit (ICU) to isolate unassisted households.

The program also features specific carve-outs to support vulnerable working demographics. “We provide a special leeway for single mothers, who have to work to support their children and with a household income of RM5,000 and below, to apply for this aid,” Amirudin specified.

Strict E-Wallet Tracking to Curb Leakage

The financial aid will bypass traditional physical distribution loops, landing directly into verified digital e-wallet accounts. Amirudin emphasized that this architecture allows the state administration to monitor spending patterns closely and plug any systemic leakages.

The Menteri Besar explicitly warned that the cash assistance operates under a strict “use it or lose it” policy. Mirroring the enforcement mechanisms of the primary BINGKAS program, the state intends to terminate access for inactive accounts.

“Almost all spending could be tracked, and we were even able to determine whether an individual beneficiary was actually using the assistance. If a recipient does not use it several times, we will terminate their participation because they will be considered as no longer requiring the assistance,” he noted.

Broadening the Safety Net

The Kita Selangor Voucher tier forms a critical component of the broader Selangor Resilience Strengthening Package Phase 1, which initially kicked off on April 19. First-tier payouts under this voucher initiative are scheduled to drop on June 30.

Concurrently, the state government confirmed it is maintaining its flagship BINGKAS cash assistance tier, which doles out RM300 monthly to 30,000 families experiencing hardcore poverty, representing a standalone allocation of RM138 million.

Amirudin concluded by stating that while temporary cash cashflow injections are essential during global supply shocks, Selangor is finalizing a long-term economic exit blueprint. The upcoming strategy will focus on aggressive upskilling, matching aid recipients with high-value jobs, and fostering local entrepreneurship to structurally reduce the population’s reliance on direct state subsidies.
